When Dowagiac Planning Commission meets at 7 p.m. Tuesday at City Hall, its members will be conducting a public hearing on a proposed plastic recycling facility.
Jerry Fryman, who has a recycling business on M-51 South, submitted a request for  a special land-use permit to establish another facility in the heavy industry zoning at 300 E. Railroad St.
He could not be reached for comment Thursday.
The address is variously known as the Hippensteel property or the former Jessup Door location.
City Manager Kevin Anderson indicated Fryman’s decision to locate there rather than in the industrial park is because he intends to utilize the existing building which remains, with additional office space on the northwest side.
Noise was “our concern as well,”  Anderson said, since the property borders a residential neighborhood.
Police took a decibel meter Dec. 9 for a 79 reading 75 feet away, which is within the 64 to 95 range measured at other industrial sites around the city.
