NILES — Two southwest Michigan residents have been charged with embezzlement from the Southeast Berrien County Landfill Authority, according to the Berrien County Prosecutor’s Office.

Clyde David Fuller III, 46, of Buchanan, has been charged with conducting a criminal enterprise and embezzlement of more than $100,000, felonies punishable by up to 20 years in prison.

Terry Eldon Snow, 54, of Eau Claire, has been charged with aiding and abetting a criminal enterprise and embezzlement of more than $100,000, felonies punishable by up to 20 years in prison.

These charges stem from their work with the Southeast Berrien County Landfill Authority, located on Mayflower Road in Niles Township, where Fuller was the director and Snow an
employee.

Over the past few months, the Berrien County Sheriff’s Office conducted an investigation into payments made by the Landfill Authority to one particular company, GT & S Enterprises. Those payments totaled approximately $249,000 between December 2016 and June 2017.

Public records link GT & S Enterprises to Goldie Snow, mother of Terry Snow. Payments from the Landfill Authority to GT & S Enterprises coincided with transfers to bank accounts owned by Fuller and
Snow individually.

Landfill Authority records show Fuller authorized payment of GT & S invoices.  The Landfill Authority itself was not made aware of any relationship between GT & S Enterprises and Fuller or Snow prior to authorizing payment for invoices from GT & S Enterprises.

The investigation revealed that GT & S provided no services to the landfill.

At their arraignment Tuesday, bond for Fuller was set at $20,000 personal recognizance, and at $10,000 at 10 percent for Snow.

Their pre-exam conference is set for Dec. 20, and their preliminary examination hearing for Dec. 27, both at 8:30 a.m. in Berrien County’s St. Joseph
court house.
