Did the Democrats work across the aisle with the Republicans in developing Obamacare, or did they just roll it out and say, “We need to pass this so we can see what’s in it?”

Also, to all the people who are worried that tax reform might raise the national debt by $1.5 trillion over the next 10 years, where were you when the national debt rose by $10 trillion over the eight years of the Obama administration?
