Dowagiac City Council (June 12)

Roll call: Present — Mayor Donald D. Lyons, Mayor Pro-Tern Leon Laylin, Councilmembers Charles K. Burling, James B. Dodd, Lori Hunt, Bob B. Schuur, and City Clerk Jane P. Wilson; Absent — None.

Benefit plans changes: The council adopted Defined Benefit Plan Adoption Agreements for the city’s general nonunion, fire and department head divisions, that amends the maximum number of vacation sell back hours creditable to Final Average Compensation shall be set at 80 hours annually. YES: Unanimous.

Refunding bonds: The council passed a resolution for the issuance of the refunding bonds by the Brownfield Redevelopment Authority of the City of Dowagiac in the amount of not to exceed $575,000. YES: Unanimous.

Blight elimination grant: The council passed a resolution to seek up to $100,000 in grant funding from the 2017 Michigan Blight Elimination Program for the demolition of the property at 407 E. Division St. YES: Unanimous.

Support of grant application by county land bank: The council passed a resolution formally supporting a grant application by the Cass County Land Bank to obtain grant funding from the 2017 Michigan Blight Elimination Program to demolish four blighted city properties. YES: Unanimous.

Public hearing: The council established a public hearing for June 26 regarding the condition of the property at 402 W. Telegraph St. YES: Unanimous.

Payment of bills: The council approved through roll call vote the approval of $756,661.40 worth of bill and $315,747.78 worth of payroll, for a total of $1,072,409.18. YES: Unanimous.
