Wayne Township (April 3)

Treasurer’s report: The treasurer accounted the following balances: General fund balance: $380,370.96; receipts: $47,709.27; expenditures: $13,752.30; new general fund balance: $414,327.93

Fire department fund balance (includes sinking funds): $79,565.57; receipts: $212.26; expenditures: $140.76; new fire department fund balance: $79,637.07. Trust and agency accounts (property taxes, special assessment, and fire escrow) balance: $41,260.17. The board accepted the report as stated. Motion by Butts to accept the Treasurer’s Report as printed, support by Griggs. Motion carried.

Fire protection contract: The board approved a two-year contract with Volinia Township to provide fire protection to the jurisdiction. Motion by Fusko to approve, support by Griggs. Motion carried.

Blight inspection: The board approved a motion giving a township resident until the end of May to clean up his blighted property, including removing a mobile home from his property. Motion by Reich to approve, support by Maley. Motion carried.

Payment of bills: The board approved the payment of bills, including a $486.40 bill from Dobberteen Inspections for two mechanical permits and one plumbing permit.  Motion by Fusko to pay, support by Griggs. Motion carried.

Electric franchise agreement: The board agreed to send a proposed franchise agreement with I&M Electric to the township attorney to receive additional comment and to have an agreement written up in ordinance form. Motion by Butts, support by Maley. Motion carried.

New voting systems: The board approved the submission of a grant application to the State of Michigan for a new voting system from Dominion Voting Systems. Motion by Reich, support by Griggs. Roll call vote. Yes: Unanimous. Motion carried.

Keeler Township (April 4)

Treasurer’s report: The treasurer reported that the township general fund has a balance of of $347,290.87.

Fire truck cameras: The board approved the purchase of $1,400 worth of camera equipment from Starlite for installation on one of the Keeler Township Fire and Rescue department’s engines. Motion by Landis and second by Fisher. Motion carried.

New fire employee: The board approved the membership of Trevor Struble on the township fire department. Motion by Landis and second by Fisher. Motion passed.

Unreturned fire equipment: The township fire chief reported that a member of the department had not turned in the equipment he was issued, including a medical bag, a mobile radio in his vehicle, a portable radio, full set of turn-out gear and a pager. The board approved a motion to have the member turn over the equipment to the deputy sheriff or face possible prosecution from the township attorney. Motion by Fisher and second by Landis. Motion carried.

Acting zoning administrator: The board named Richard Hutchinson as the township’s acting zoning administrator, effective April 19. Hutchinson will fill in for Allyn Anthony, who is expected be out four to six weeks while recovering from surgery.

Zoning ordinance amendment: The board approved an amendment to the township zoning ordinance, which specifies that violations are punishable as a municipal civil infraction. Motion by Landis and second by Fisher. Roll call vote. Yes: Unanimous. Motion carried.

Appointment to Sister Lakes Corridor Improvement Authority: The board nominated Mike Joyner, branch manager of the Sister Lakes Chemical Bank office, to fill a vacancy on the Sister Lakes Corridor Improvement Authority board. Motion by Landis and second by Fisher. Motion carried.

2017-2018 road improvement program: The board approved an estimate of $151,735 for the 2017-2018 road improvement program, including an estimated 5.59 miles of hot seal coat, gravel 3,000 yards, hot mix, boom mowing and two dust control applications. Motion by Davis, second by Landis. Roll call vote.  Yes: Unanimous. Motion carried.

Roofing work to township hall: The board approved a $16,785 contract with Caron Construction for re-roofing of the township hall, so long as the company has insurance coverage for the workers doing the work. Motion by Fisher, second by Landis. Roll call vote. Yes: Unanimous. Motion carried.

Reappointment to zoning board of appeals: The board reappointed Ken Rahn to a three-year term on the township zoning board of appeals, from 2017 to 2020. Motion by Davis, second by Landis. Motion carried.

Reappointments to planning commission board: The board reappointed Carmen Fleischauer, Jonathan Lucker and Don Blackmond to three year terms on the township planning commission board, from 2017 to 2020. Motion by Davis, second by Landis. Motion carried.

Schedule of fees: The board approved a motion to establish a schedule of fees for the township’s cost recovery ordinance #3-28-2015. Motion by Landis, second by Fisher. Roll call vote. Yes: Unanimous. Motion carried.
