No matter how optimistically the DNR and media proponents of the DNR portray the results of last Wednesday’s Ontwa Township Planning Commission meeting, meaningful and significant progress was made to ensure responsible development.

This has been accomplished through the extensive and non-negotiable requirements imposed by the planning commission, many of which are long-standing concerns that have also been raised by Eagle Lake Improvement Association.

The planning commission’s response to the DNR preliminary site plan review reflects a myriad of major issues that would have to be addressed before a final site plan can be developed and submitted for review by the PC.

Additionally, three very revealing issues about the DNR plan were disclosed in the course of the meeting:

1. Some of the DNR officials presenting think the properties involved in the newest proposal have riparian, which ignores 60-plus years of public access achieved through circuit court and Michigan Supreme Court rulings.

2. DNR funds for the newest proposed boating access site are for property acquisition and ramp construction only. There is no funding for development of a park on the property. A parking lot and a pit toilet or “privy” would be the DNR contribution to the “park.”

3. The DNR plan would prohibit swimming along the edge of the proposed boat launch drive and would replace that current beach with riprap.  The 450 feet of shoreline has been used for swimming, kayaking and picnicking, to name a few of the activities the public has been able to enjoy for decades.

The next step for the DNR is the Cass County Road Commission. The road commission has stated that a public hearing would be required on the matter. The major items that the Cass County Road Commission needs to consider and address include concerns about safety, feasibility, riparian rights, and the elimination of general public access that has existed for over 60 years.
