Violent Niles man sent to prison

Judge Dennis Wiley departed from sentencing guidelines in giving a Niles man 15 to 24 months in prison for beating up a woman.

Isaac Lee Segars, 48, was also ordered to pay $1,998 for domestic violence-third Aug. 31 in the 200 block of Market Street.

Police found the woman bleeding from a forehead laceration.

Wiley said he deviated from guidelines because they did not give sufficient weight to the severity of her injuries or that it was his fourth domestic violence conviction since December 2011.

“I fear for my life,” said the woman, who still suffers from migraine headaches and received telephoned threats, though the defendant denied calling her from jail.

“This is a recurring problem for Mr. Segars,” Assistant Prosecutor Kelly Travis said of Segar’s self-control when drinking.

“You’re a violent person,” Wiley said. “We have not gotten your attention. You know you have a problem.

Segars was credited with 32 days served in jail.
