Downtown Dowagiac is getting ready for the Under the Harvest Moon festival to take place starting at 10 a.m. Saturday. As part of the festival, the Greater Dowagiac Chamber of Commerce is hosting a scarecrow contest for Downtown businesses. The festival will award a $25 Universal Dowagiac Gift Certificate to the winner of the public division.
