Appointment first step in getting on council?

To the editor:
Does anyone know how long it has been since someone ran for and won a council seat without being appointed first?
Not long ago the Dowagiac City Council voted to change the voting wards in Dowagiac.
This means that part of the first ward now is in what was the second ward (mayor’s ward).
Let’s all wait and see if we get a new first ward councilman out of the mayor’s former ward.
If this happens one would think that the change in the wards was planned so the city could appoint a new first ward councilman out of the mayor’s ward.
I hope all first ward residents keep an eye on who Mr. Lyons appoints to this seat.
To Mr. Burling, when the council appointed Mr. Oliver, you personally told me that you would publicly support me for the first ward seat.
I hope I can count on you keeping you word when this vacancy is filled.
Mr. Lyons, as you know I am out of town and cannot attend a meeting until the week after the interview deadline.
I would hope that the information from my last two interviews would be enough to consider me for the position and not just be used as an excuse not to consider me for the position.
