Monday’s meeting to be busy

A full agenda awaits members of Niles' City Council meeting on Monday night, starting with a public hearing at 5:50 p.m. regarding the Southwestern Michigan Community Ambulance Service's annual budget and special assessment.
Following the public hearing, the council will consider approving a request from the Fort St. Joseph Museum and Western Michigan University's Anthropology Department to host the sixth annual Fort St. Joseph Archaeology Open House on Thursday, July 30 and Saturday and Sunday, Aug. 1 and 2 at Riverfront Park.
Council members will also give consideration to a request from Martin's Supermarket to hold the first Park Crawl/Roof Sit-in Fundraiser. Parks would include Riverfront Park, Southside, Eastside and Cherry Street parks on Saturday, June 13, from 10 a.m. to 1p.m.
Also on the agenda for consideration by the Niles City Council during Monday night's meeting:
– Consideration to approve a request by the Niles Riverfest Committee to hold the annual Riverfest event from Aug. 6 thru Aug. 9, in Riverfront Park and a sponsorship for the event in the amount of $2,500 as well as other various and related requests.
– Consideration to accept a quote of $3,312 for the purchase of new tires and $117.50 for the retirement of old tires from Zolman Tires of Niles, replacing the tires on Dial A Ride buses.
– Consideration of approving the emergency expenditure of funds in the amount of $31,014. to replace an underground transmission cable feed to the Broadway Substation.
– Consideration to accept a quote proposal of approximately $31,400 from Fishbeck, Thompson, Carr and Huber (FTC&H) of Grand Rapids, to provide design engineering and construction engineering services in conjunction with the use of American Recovery and Reinvestment Act funds of $308,000 for use in the resurfacing, cold-milling, etc. of eligible streets in Niles.
– Consideration of accepting the low bid of $132,500 from Mountain West Transformer of Pocatello, Id. for a station power transformer for use at the Eastside Substation.
As part of the City Administrator's report, the council will be asked to give their consideration in adopting resolutions to establish the City millage rates and administrative fee to be levied on the 2009 tax rolls as follows:
Resolution A: Establish the City millage rate for the 2009 tax year.
Resolution B: Establish the additional City millage rates for the 2009 tax year as prescribed by Act 5, Public Act of Michigan, 1982
Resolution C: Establish the 1% administrative fee for the year 2009.
Also as part of the report, the council will be presented with the following items:
– Consideration of adopting a resolution to approve the proposed Southwestern Michigan Community Ambulance Service (SMCAS) annual budget and special assessment.
– Consideration of adopting a Resolution of Support for the Southwestern Michigan Community Ambulance Service (SMCAS).
– Consideration of adopting a resolution to approve a five-year ground lease renewal at Jerry Tyler Airport for Mr. Kenneth Kasner.
– Consideration of adopting a resolution to approve a lease and an improvement agreement with the Niles District Library and to authorize the mayor and city clerk to sign said documents.
– Consideration of adopting a resolution to appoint the City Administrator, Finance Director and the Department of Public Works Director to the Niles Commission of Building Authority, effective immediately and ending in staggered terms over a three – year period.
– Consideration of approving a request from the Utilities Department's Electrical Division to increase rates by an average of 4.9 percent retroactive to June 1 as a result of the annual true-up process with Indiana and Michigan Power for the city's wholesale purchase power costs.
– Consideration of approving a request to grant a waiver of the residency requirements as outlined in the operations contract with McDonald Transit on behalf of John Pleveich, Operations Manager for Dial A Ride (DART).
– Consideration of approving a traffic order request requiring Christiana Crescent traffic to stop where it intersects with Platt St. at both the east and west intersections.
– Consideration of authorizing the Police Department to apply for a Justice Assistance Grant in the amount of $10,700 that, if awarded, will be used to purchase updated communications equipment.
