Proctor given 2.5% raise Feb. 1, 2009

CASSOPOLIS – Cass County commissioners on Thursday rewarded County Administrator Terry Proctor's performance with a 2.5-percent raise effective Feb. 1, 2009.
Proctor's contract covers Feb. 1, 2009-Jan. 31, 2012.
His current $89,696 base salary went into effect last Feb. 1.
An Administrator Review Committee of Commissioner Cathy Goodenough, R-Marcellus, chairperson; Vice Chairman Ron Francis, R-Cassopolis; Commissioner Minnie Warren, D-Pokagon Township; Chairman Robert Wagel, R-Wayne Township; and Commissioner Carl Higley Sr., R-Edwardsburg met Dec. 9 and recommended the 2.5-percent increase in Proctor's base salary to $91,938.
Thirteen of the 15 commissioners participated in Proctor's annual evaluation.
For each of 10 content areas, commissioners ranked Proctor from one (low) to five (high).
Public relations, one score of three or less; 12 scores of four or better.
Employee relations, one score of three or less; 12 scores of four or better.
Relationship with board, one score of three or less; 12 scores of four or better.
Leadership, one score of three or less; 12 scores of four or better.
Communications, two scores of three or less, 11 scores of four or better.
Personal traits, one score of three or less, 12 scores of four or better.
Goal achieving, 13 scores of four or better.
Fiscal management, two scores of three or less, 11 scores of four or better.
Decision-making, one score of three or less; 12 scores of four or better.
Other, one score of three or less; 12 scores of four or better.
General comments

Proctor, who came to Cass County in 1990 from Massachusetts, is the county's second administrator since the position was created in 1986.
The first, Jeff Carmen, is Jefferson Township supervisor.
