Interim City Manager Bill Baldridge reported Tuesday that there are about 15 applicants for city manager, with June 12 the deadline.
Mayor Pro Tem Wayne Comstock ascertained from Baldridge that former city manager Karl Tomion is not among them.
Tomion resigned May 3 as the $136,000-a-year Port Huron city manager, citing incompatability with the current council.
Last November, five of his council's seven members were ousted.
"To be able to keep your budget reasonably in line without any layoffs is really a tribute to your staff," Baldridge said.
"A lot of cities have had to make layoffs to make their budgets balance."
Dowagiac has reduced staffing by 25 percent over the past 10 years, mainly through attrition.
