Proctor elected state vice president

CASSOPOLIS -- Cass County Administrator Terry L. Proctor has been elected vice president of the Michigan Association of County Administrative Officers (MACAO).
MACAO is an organization dedicated to training executives from Michigan counties on current issues and the skills needed to successfully master these issues.
Each year MACAO sponsors a training conference, three "nuts and bolts" workshops and a meeting for county commissioners about innovations in county government operations.
Proctor has been the Cass County administrator and controller since 1990.
He served as a member of the MACAO board of directors during 2000-2001 and as secretary in 2002-2003.
While Proctor was secretary, the association implemented a scholarship program for mid-career training at the University of Virginia, Harvard University, the University of Wisconsin and other institutions.
