A site plan for a multi-million dollar remodeling project at Parkview Apartments in Niles was approved Wednesday by the Niles Planning Commission.

Herman & Kittle Properties, of Indianapolis, will make a number of improvements to the 613 Front St. property, including new flooring, windows, siding, doors, air conditioning and landscaping.

“This project allows for the opportunity to renovate and beautify an asset that is prominently located in close proximity to downtown Niles and Riverfront Park,” said Mike Rodriguez, development director for Herman & Kittle.

The developer also plans to expand the apartment club house, triggering the need for a review of the site plan by the city’s planning commission.

The site plan was approved by a 4 to 1 vote, with Jerry Skarbeck dissenting. Jason Auvil abstained because of his connection with the project’s architect.

Juan Ganum, Niles community development director, said construction should begin this summer.

Herman & Kittle has been developing affordable housing and market rate housing since the mid 1980s. Herman & Kittle has developed, owned and/or currently manage more than 100 properties in 10 states.

Parkview Apartments is an affordable apartment building financed through low-income housing tax credits. The 80-unit complex was built in the late 1990s.
